Dunno. They were more active over the border - I think they got caught up in some shit that went down in Liberl a couple of years back? After that they went straight, and Capua Delivery started popping up.
They used to be nobility or something. Which is a pretty big deal in Erebonia. But they lost their land and money and ended up doing the whole piracy deal for a bit. Pretty sure Leeves used to be their town, before they lost it all.
Of course. When you're that rich, you spend money on frivolous shit just to pass the time. It's not hard to convince someone who is already looking for entertainment.
The World Government and the shitty nobles control just about everything. Money, power, the rules... If you oppose them, it's a nightmare waiting to shit all over your door step.
And sometimes the nobles run scared because "unworthy" people are starting to climb to positions of powers out of talent, not paying people off and coasting by on their fancy titles. And sometimes the nobles do something drastic, and stupid.
Twice, actually. And then they let a bigger monster out of its cage when they fail and those common folk take over.
