Well, keeping in mind that I've heard all this mostly through other sources...

If Dragon wins, she'll kill Tiger and herself. To maintain balance, since Dragon can't exist without Tiger, and because she feels their stories should come to an end. There's no one left from their origin, so while there could be another Tiger and Dragon elsewhere, no one'll inherit their war, at least.

... Though this means that if Dragon wins, we should be prepared for Tiger to try and kill her.

Anyway, that's why, supposedly, she's willing to give us all the ink.

Tiger, on the other hand, wants to use some of the ink to rewrite her story and become free—to make it so that the Tiger and the Dragon aren't dependent on each other. Oh, and kill Dragon.

Even though Tiger has nothing left, she'd rather live alone than die.

Tiger-sama had a kid -- a son. I didn't dig all that much but I suspect she started the war because she wanted herself, her son, and her descendants to be free of their role as the Tiger.
